Bill Welch

 

Mr. Welch has a great deal of experience with protocol development and assessment of source emissions, control technologies, and measurement methodologies. He received his B.S. degree in Chemical Engineering from the University of New Mexico. Mr. Welch worked as an air quality engineer at the South Coast Air Quality Management District, where he was a member of the landfill source testing team. Mr. Welch joined the Center for Emissions Research and Analysis in 1992 as a supervising engineer, where he worked on emission test protocol development. For the past eleven years, he has held the position of Principal Development Engineer at the University of California, Riverside College of Engineering – Center for Environmental Research and Technology (CE-CERT). For the past several years, he has worked with the Sustainable Energy Systems Research Group, focusing on the environmental impacts of alternative conversion technologies. His expertise includes emission sampling and analysis, with a focus on measurement aspects of gaseous and particulate matter emissions.
